Electronic Procurement System for Durban Municipality

29 June 2011 By admin

The eThekwini Municipality’s Supply Chain Management is going digital in procuring tenders by introducing the new electronic Quote Management System (QMS) that will select service providers electronically. It is scheduled to go live on 1 July 2011.

The Deputy Head of Supply Chain Operations, Mr Sandile Ngcobo said, “The Supply Chain Operations Department started working on the QMS to address identified challenges to improve and enhance quotation management in the City.”

Currently the Corporate Buying Department does not have an automated quotations management system for purchases under R200, 000. Although the QMS has been implemented in the Water and Sanitation Unit, the system needs some enhancement.

The Deputy City Manager: Treasury, Mr Krish Kumar said the system aims to improve transparency with regards to quotations, vendor selection and adjudication of quotes, and would certainly take care of the concerns raised by the Auditor General on the procurement of goods and services under R200 000. “In addition it will improve overall turnaround times for purchase order creation by moving to an electronic Quotations Management system,” he said.

Ngcobo said the system will ensure that the processing of quotations publishing, responding and adjudication is automated as much as possible with minimal intervention required by the buyer. “The system will also improve transparency with regards to quote and vendor selection and adjudication of quotes.”

All vendors are invited to attend presentations to ensure that they fully understand how the new system operates. In addition, vendors will be informed on how they can obtain their PR Number (Accredited Supplier Registration Code) that will allow them to submit their quotations.

Presentations are scheduled to take place as follows:

  • Venue: City Hall (Main Auditorium)
  • Date: 30/06/2011, Thursday
  • Times: 09H00- 12H00, 13H00-16H00

Vendors are requested to bear with the Municipality during the course of the implementation.
